Draft Memorandum January 22, 2025
East Pleasanton Annexation Fiscal Impact Analysis Page 3
Summary Table 2: Summary of Annual Fiscal Impact (2024$)
2.The three projects are estimated to have a net negative impact on the City of
Pleasanton’s General Fund if they proceed as is in the County and are not annexed
by the City of Pleasanton. The proposed developments are estimated to have impacts on
the City of Pleasanton’s budget, even if the Project is not annexed by the City, as shown in
Summary Table 3. The residents and employees of these sites would likely use City
facilities like roads, libraries, and parks, and contribute to calls for service to the Pleasanton
Police Department. Even with the sales tax revenue generated by residents and employee
spending, the project is estimated to generate a $778,000 annual deficit in the City of
Pleasanton’s General Fund if it proceeds in Alameda County.
