City of Pleasanton
Consulting Services - AMI Feasibility Study
14 | P a g e

how they relate to area management, branding, approval process and planning. Outreach typically
includes communication on an area by area basis as deployment rolls out and includes mailings, door
hangers, website content, strategic social media, and targeted new releases (to name a few). These
initial discussions and decisions will help to guide the future procurement documents to set out the
roles and responsibilities of the vendor while also allowing for the City to plan internally for resources or
outreach they may wish to do themselves (or have Diameter develop on their behalf).

Deliverables/Tasks:
• Public Outreach Session – Workshop Topic

1.2.18. RF Propagation and GIS Mapping for Data Collector Sites (Optional)
Approach: Diameter has included an optional RFP Propagation Study should it be of interest to the
City as we have found these services to be of great value to the City should you wish to pursue it.
Diameter will perform an RF propagation study for at least three different systems. This propagation
study provides a better understanding of how various AMI technologies would perform across the
service territory. The goal would be to take the existing meters and the potential data collector locations
(City owned buildings, water towers, pumping stations, etc.) and identify areas that may have coverage
issues (including the need for redundancy for area where signals are difficult to maintain). This allows
the City to proactively identify alternative locations for data collectors, if needed, and would prove to be
extremely helpful during the procurement phase of the project, allowing AMI vendors to properly
propose a solution based on real assets where data collectors could be mounted, and identify if new
towers would be required based on the type of AMI system.
Diameter uses SoftWright’s Terrain Analysis Package (TAP™) PC-based terrestrial RF propagation
software. TAP™ is used by federal agencies,
state/local public safety departments, energy
companies, utilities, and consultants to evaluate
radio transmitter sites; predict, map, and analyze
radio coverage; plan land mobile radio and cellular
systems; conduct intermodulation and adjacent
channel interference studies; and design microwave,
VHF, and HF links. TAP™ models the physical layer
of communication systems – specifically, RF
propagation over terrain. However, TAP™ provides
straightforward study creation and visualization options to conduct a wide range of advanced wireless
communication analyses, including analyses for Project 25 (P25) and TETRA systems. This deliverable
would provide an excellent opportunity to examine feasibility and determine coverage issues. This may
support decisions to move forward with AMI, AMR, cellular AMI, or a hybrid approach.

Deliverables/Tasks:
• RF Propagation Session - Workshop Topic
• Propagation study report and analysis of three different AMI systems.

1.2.19. Business Process Review (Optional)
Approach: Workshop Topic - Adopting technology and implementing the City’s identified AMI
business drivers will require change management. Changes may affect organizational adjustments,
updated job descriptions and redesign of the existing business processes. Diameter’s approach to
redesigning the City’s existing business process includes three steps. Each of these steps will build
upon one another and progress as the project goes through the respective phases. The first step
Docusign Envelope ID: A02F5956-6338-44A0-AD2F-17F98C437CB8
