City of Pleasanton
Consulting Services - AMI Feasibility Study
13 | P a g e

• Overview of AMI (merits of different AMI approaches)
• Water Meters, registers, mechanical and non-mechanical
• Radio considerations (proprietary systems, licensing,
safety standards, 2-way systems)
• AMI components (transmitters, data collection, types of
networks, reading software, data collection software,
meter data management, customer portal)

What differentiates Diameter’s approach? It is important to
understand how some business drivers may affect the
specifications of both water meter and AMI products. For
example, remote meter connect/disconnect has an impact on both the type of water meter that would
be considered and a functionality of the AMI radio transmitter (two-way communication device) that
allows for commands to the radio transmitter and remote valve (usually embedded in the meter). We
will provide technology recommendations based solely on how they will help achieve Pleasanton’s
project goals and drivers. Additionally, as the City chooses the technology drivers that are most
important, we will discuss the impact that these choices may have on the available products and the
competitiveness of the procurement stage of the project. We believe this uniquely sets Diameter apart
in this specialized consulting market.
Deliverables/Tasks:
• Technology Educational Session - Workshop Topic

1.2.16. Procurement Strategy (Optional)
Approach: Workshop Topic – On an optional basis, Diameter can provide a workshop session on
Procurement Strategy. Procurement of the various components of a water meter and an AMI system can
be complicated. These components can include the water meter (or registers), the AMI system, and
installation services. Decisions on what component to group together as part of the procurement process
can have an impact on the vendors that will be interested in bidding the project. With this type of project,
there is a probability that multiple vendors may collaborate to participate in the bidding process. Liability
and determining who will be held responsible are factors that need to be considered. We will develop a
procurement strategy that will address the following topics:
• Turnkey versus separate contracts
• Tender versus RFP
• Warranties, insurance, performance bonds
• State of the market
Deliverables/Tasks:
• Procurement Strategy Session – Workshop Topic

1.2.17. Public Outreach (Optional)
Approach: Public outreach is a critical component of any metering program. Diameter offers a wealth
of knowledge specific to this type of project based on decades of experience and lessons learned.
Diameter will provide a comprehensive workshop on how to design a communication plan (public
outreach) program from the start to the end of the project. Discussions will also include timelines/critical
path, stakeholders (internal and external), and various materials and strategies. The workshop will
cover outreach strategies, stakeholders (internal and external), key messaging, outreach materials and
Docusign Envelope ID: A02F5956-6338-44A0-AD2F-17F98C437CB8
