City of Pleasanton—Villages at the Quarry Project
Consistency Checklist 15183 Consistency Checklist

42
Plan, zoning requirements, Design Guidelines, Objective Design and
Development Standards, the design review process, the Vineyard Avenue
Corridor Specific Plan, and Measures PP and QQ would ensure that future
development projects consistent with the Housing Element Update are
cohesive, appropriately designed in terms of potential aesthetic impacts,
and reflect the character of the City.
On a programmatic level, development consistent with the Housing Element
Update would have a less than significant impact related to scenic quality
regulations.
Proposed Project Analysis and Conclusion
Scenic Vistas, Scenic Highways, and Visual Character
The project site is not one of the sites identified in the Housing Element FEIR for
which development could result in aesthetic impacts. Views of scenic
resources from the project site, including Mount Diablo to the north, as well as
lakes, arroyos, and canals to the north and east, are largely obscured by
existing development. Furthermore, the nearest officially designated State
Scenic Highway, I-680, is located over 2.5 miles west of the project site, and
the nearest eligible State Scenic Highway, I-580, is located approximately 1.8
miles north of the project site. The project site is not visible from either of these
highways due to distance, intervening topography, and existing
development.
The project site is generally vacant except for its current use as storage for
construction equipment. Introduction of new residential uses would have the
potential to alter the visual character of the site, although residential uses are
already existing or proposed to the north and west, and the proposed
project would be consistent in visual character with surrounding residential
neighborhoods. Furthermore, the proposed project would be required to be
considered through the Senate Bill (SB) 330 process, including compliance
with the General Plan Land Use and Community Character Element goals
and policies, as well as Municipal Code requirements, which require design
review prior to project approval. Therefore, there are no environmental
effects that are peculiar to the proposed project. The proposed project
would not result in a new or more severe adverse impact that was not
previously identified in the Housing Element Update FEIR.
