City of Pleasanton—Villages at the Quarry Project
15183 Consistency Checklist Consistency Checklist

43
d) Light and Glare
Would the project: Create a new source of substantial light or glare which would
adversely affect day or nighttime views in the area?
Summary of Housing Element Update FEIR
The Housing Element Update FEIR indicated that development consistent
with the Housing Element Update could introduce artificial light from new
development and outdoor parking areas, which could result in potentially
significant impacts with respect to light and glare.
The Housing Element Update FEIR concluded that all future development
would be required to comply with the applicable light and glare standards in
fthe Municipal Code and California Energy Code. Compliance with the
applicable lighting and energy requirements elucidated in the Municipal
Code and California Energy Code would ensure that light and glare
associated with future development would not spill over onto adjacent land
uses and impacts would be less than significant.
Proposed Project Analysis and Conclusion
The approximately 51.37-acre site is currently undeveloped and is currently
used for storage of construction equipment. Thus, the project site currently
emits little light to the surrounding areas. The proposed project would create
additional sources of light and glare beyond existing conditions through
additional street lighting, additional indoor and outdoor lighting, and
additional traffic at the project site.
To minimize impacts from light and glare, the proposed project would be
required to comply with applicable light and glare standards in the Municipal
Code and California Energy Code. As described above, the proposed
project would also be subject to the ODS compliance review prior to project
approval. Therefore, there are no environmental effects that are peculiar to
the proposed project. The proposed project would not result in a new or
more severe adverse impact that was not previously identified in the Housing
Element Update FEIR.
Conclusion
With regard to Aesthetics, the Consistency Checklist demonstrates that:
1. No peculiar impacts related to the proposed project or its site that were
not analyzed as significant effects in the Housing Element Update FEIR
have been identified.
