City of Pleasanton—Villages at the Quarry Project
Consistency Checklist 15183 Consistency Checklist

52
constitutes an update to, and the Municipal Code include policies and
requirements that incorporate and implement the control measures included
in the 2017 Clean Air Plan. As such, the Housing Element Update would be
consistent with the 2017 Clean Air Plan.
Hinder Implementation of AQP Control Measures
With regard to disruption or hinderance of the implementation of any AQP
control measures, the Housing Element Update FEIR indicated that the
Housing Element Update incorporates policies that are consistent with the
control measures included in the 2017 Clean Air Plan. The Housing Element
Update does not include any components that would disrupt or hinder
implementation of any control measures, nor would the Housing Element
Update inhibit the General Plan’s policies that support the implementation of
AQP control measures.
Vehicle Miles Traveled Per Capita
With regard to an increase in VMT, the Housing Element Update FEIR
determined that implementation of the Housing Element Update would result
in a population growth which outpaces forecasted VMT growth, and the
Housing Element Update would not be considered to exceed BAAQMD-
approved significance thresholds or conflict with or obstruct implementation
of the AQP.
In conclusion, overall development facilitated by the Housing Element
Update would be consistent with the 2017 Clean Air Plan with the
implementation of MM AIR-1a and -1b, and impacts would be less than
significant after mitigation.
Proposed Project Analysis and Conclusion
The BAAQMD, with assistance from the Association of Bay Area Governments
(ABAG) and Metropolitan Transportation Commission (MTC), implements
specific plans to meet the applicable federal and State laws, regulations,
and programs. The most recent and comprehensive plan is the Bay Area
2017 Clean Air Plan.3 The primary goals of the Clean Air Plan are to attain air
quality standards, reduce population exposure and protect public health,
and reduce greenhouse gas (GHG) emissions and protect the climate. The
BAAQMD has also recently updated its CEQA Guidelines to assist lead
agencies in evaluating the significance of air quality impacts. In formulating
compliance strategies, BAAQMD relies on planned land uses established by

3 Bay Area Air Quality Management District (BAAQMD), 2017. Final 2017 Clean Air Plan.
