City of Pleasanton—Villages at the Quarry Project
15183 Consistency Checklist Consistency Checklist

53
local general plans. Land use planning affects vehicle travel, which in turn
affects region-wide emissions of air pollutants and GHGs.
The 2017 Clean Air Plan, adopted by BAAQMD in April 2017, includes control
measures that are intended to reduce air pollutant emissions in the Bay Area
either directly or indirectly. Plans must show consistency with the control
measures listed within the Clean Air Plan. The Housing Element Update FEIR
includes mitigation measures that would ensure that certain Clean Air Plan
measures are properly implemented so that some projects developed under
the Housing Element Update would not have significant air quality impacts.
MM AIR-1 would reduce construction period emissions by requiring individual
projects to incorporate Basic Construction Mitigation Measures
recommended by BAAQMD or additional construction mitigation measures if
the BAAQMD Thresholds of Significance are exceeded. MM AIR-2 would be
required to ensure that future development would result in less than
significant impacts related to exposing sensitive receptors to substantial
pollutant concentrations.
The proposed project is consistent with the Housing Element Update FEIR and,
therefore, would not conflict with the latest Clean Air planning efforts.
Additionally, the proposed project would have construction and operational
emissions below the BAAQMD thresholds as demonstrated below.
Therefore, there are no environmental effects that are peculiar to the
proposed project. The proposed project would not result in a new or more
severe adverse impact that was not previously identified in the Housing
Element Update FEIR.
b) Cumulative Criteria Pollutant Emissions Impacts
Would the project: Result in a cumulatively considerable net increase of any criteria
pollutant for which the project region is nonattainment under an
applicable federal or State ambient air quality standard?
Summary of Housing Element Update FEIR
The Housing Element Update FEIR indicated that future development
facilitated by the Housing Element Update would result in short-term
construction-related criteria pollutant emissions that have the potential to
have an adverse effect on air quality. As the SFBAAB is currently designated
as a nonattainment area for particulate matter, and considering that the
BAAQMD’s recommended significance threshold for construction fugitive
