City of Pleasanton—Villages at the Quarry Project
Consistency Checklist 15183 Consistency Checklist

62
student risk calculations utilized a starting exposure age appropriate to the
youngest preschool students (18 months) in attendance and a project-
specific exposure construction duration of 5.1 years.
Cancer risks utilized the 95th percentile 8-hour breathing rates for moderate
activity specific to this age range. These breathing rates are documented in
Table 5.8 of the OEHHA 2015 guideline document. For ages 0–2 the
assessment utilizes a breathing rate of 1200 (L/kg per 8 hours) and for ages 2–
9 years the breathing rate is 640 (L/kg per 8 hours).
Similar to the worker scenario, student exposures occur only when the non-
continuous construction sources are emitting and thus students similarly
inhale air with concentrations that are higher than AERMOD predicted long-
term average concentrations. Therefore, the Worker (or Student) Adjustment
Factor of 4.2 is also applied to the AERMOD predicted annual concentrations
for the evaluation of student cancer risk.
Table 3 shows the cancer risk, PM2.5 concentrations, and HI risks at the MEIR,
the MEIW, and at the school (student risk). Chronic RELs are used to assess not
only residential health impacts but also worker and student health impacts.
Potential chronic non-cancer health impacts use the long-term annual
average concentration regardless of the emitting facility’s schedule. As per
the OEHHA guidance, no adjustment factors were used to adjust this
concentration for workers or students. As shown in Table 3, the unmitigated
cancer risk, annual PM₂﮳₅ concentration, and HI from construction and
operational activities at the MEIR, MEIW, and Student location would not
exceed the BAAQMD single source significance thresholds. In this case,
additional measures are not required under Housing Element Update FEIR
MM AIR-1b to reduce impacts below the thresholds.
Table 3: Construction Risk Impacts of the Off-site MEIR, MEIW, or Student
Locations
Source Cancer Risk
(per million)
Annual
PM2.5
(µg/m³)
Hazard
Index
MEIR Project Construction Unmitigated 4.6 0.01 0.00
MEIW Project Construction Unmitigated 1.2 0.02 0.00
Student Project Construction Unmitigated 4.7 0.01 0.00
BAAQMD Single Source Threshold 10.0 0.3 1.0
Exceeds Threshold?
