City of Pleasanton—Villages at the Quarry Project
Consistency Checklist 15183 Consistency Checklist

74
State-listed species from development activities. Compliance with the
federal and State endangered species acts, as well as implementation of the
General Plan and specific plan goals, policies, and programs discussed
previously would reduce potential direct and indirect impacts on special-
status species within the rezoned housing sites. Additionally, special-status
species receive protection from various federal and State laws and
regulations, including the Endangered Species Act and ESA) Nonetheless,
the potential for impacts to special-status species, migratory birds, or nesting
birds remains potentially significant, requiring implementation of MM BIO-1,
which requires a qualified Biologist to prepare a project-specific Biological
Resources Analysis prior to the issuance of grading permits.
The Housing Element Update FEIR concluded that with regulatory
compliance and implementation of MM BIO-1, development consistent with
the Housing Element Update would not result in significant adverse effects to
special-status species and impacts would be less than significant.
Proposed Project Analysis and Conclusion
The approximately 51.37-acre site is one of the sites within the City of
Pleasanton Planning Area (Planning Area), which includes the land within the
City limits, SOI, and Urban Growth Boundary (UGB), that is currently not built
out. In compliance with Housing Element Update FEIR MM BIO-1, FirstCarbon
Solutions (FCS) conducted a field survey in April 2024 and associated
literature review, to provide a project-specific Biological Resources Analysis
(BRA). Additional supporting reports can be found in Appendix C.
The analysis under the Housing Element Update FEIR remains consistent with
the proposed project. The Housing Element Update FEIR found that the
Planning Area is currently disturbed, semi-developed, and used for storage of
construction equipment. The proposed project would construct a total of 412
dwelling units and 57 JADUs with associated off-site improvements (Exhibit 5).
As noted above, with adherence to Housing Element Update FEIR MM BIO-1,
a project-specific BRA was conducted by FCS, to determine the likelihood of
special-status species on-site. Findings from the reconnaissance surveys are
summarized below.
• General Biological Survey: FCS Biologists Hannah Carney and Jeremy
Reinhard conducted a general biological field survey of species habitat
within the project site on April 24, 2024. The purpose of the habitat
survey was to evaluate plant and wildlife habitats and the potential for
any protected species to occur on or adjacent to the site. The survey
