City of Pleasanton—Villages at the Quarry Project
15183 Consistency Checklist Consistency Checklist

75
consisted of walking the project site boundaries and adjacent areas.
Findings of the general biological survey are incorporated into this
analysis.
• Arborist Report: A Preliminary Arborist Report was prepared in December
2022 and updated in July 2024 by McNeil Arboriculture Consultants LLC
(McNeil). This report includes all such trees on the project site or
immediately adjacent to neighboring properties. The purpose of this
report is to identify each of these trees, describe their condition, and
provide probable impacts that would occur to them as a result of the
proposed demolition and construction, as well as general measures for
managing and reducing impacts to trees that would be preserved, to
hold impact levels to those described. The updated 2024 Arborist Report
can be found in Appendix C.

The project site is a semi-developed site comprised of developed and
disturbed areas with supporting ruderal vegetation. Surrounding land uses
include residential homes, industrial, and mixed-use developments. The
project site was previously graded in 2002, creating infill mounds in the
western portion of the site. Small areas of non-native annual grassland have
since recolonized throughout the existing infill area. The majority of the
project site continues to serve as a construction equipment storage yard.
Because of the semi-developed nature and high levels of disturbance on the
project site, land covers and vegetation types are limited to ruderal species
within the project site. The vegetation present on-site mainly consists of non-
native annual grassland and has little to no habitat value for special-status
species. A summary of the existing land cover and vegetation present on-site
is further discussed below.
Land Cover and Vegetation
The project site supports two habitat types, developed and non-native
annual grassland. The habitat type and a description of the plant species
present within the habitat type are provided below.
Developed
The majority of the project site consists of developed land. Developed land is
characterized by permanent or semi-permanent structures, pavement or
hardscape, and landscaped areas that often require irrigation. Developed
areas are typically unvegetated or landscaped with a variety of ornamental
(usually non-native) plants. The developed portions of the project site include
the eastern portion of the site and compacted internal dirt roads. This
