City of Pleasanton—Villages at the Quarry Project
15183 Consistency Checklist Consistency Checklist

79
White-tailed Kite
The white-tailed kite (Elanus leucurus) may forage within the non-native
annual grassland habitat on the project site. There are two CNDDB
occurrences of white-tailed kite located within 5 miles of the project site. The
nearest occurrence (#158) is located approximately 4 miles northwest of the
project site near 12th Street and Cromwell Avenue in the City of Dublin. This
occurrence is from 2009 in which two adults and two recently fledged young
were observed at their nest tree. This occurrence is presumed extant.
Because of the lack of any marshes, lakes, rivers, or ponds in the immediate
vicinity, it is unlikely that this species would nest on the project site.
Approval of the proposed project would be conditioned upon compliance
with recommendations provided in the project-specific BRA (MM BIO-1). This
includes avoidance and minimization measures for special-status species, as
well as for migratory and nesting birds, including white-tailed kite. With
adherence to project-specific recommendations, impacts to this species
would be less than significant.
California Horned Lark
There is one CNDDB occurrence of California horned lark (Eremophila
alpestris actia) located within 5 miles of the project site. This occurrence (#26)
is located approximately 4.97 miles to the north, east of Tassajara Road and
north of I-580. This occurrence is from 1992, during which one breeding pair
and several juveniles were observed in the Tassajara Valley. The species is
presumed extant in the area of this occurrence.
While no individuals were observed during the April 2024 field survey, the non-
native grassland and ruderal vegetation within the developed areas of the
project site may provide marginal habitat for this species, and individuals
utilizing the adjacent grassland to the north could disperse onto the project
site. Therefore, it was determined that this species has potential, albeit low, to
occur on-site. Approval of the proposed project would be conditioned upon
compliance with recommendations provided in the project-specific BRA
(MM BIO-1). This includes avoidance and minimization measures for special-
status species, as well as for migratory and nesting birds, including California
horned lark. With adherence to project-specific recommendations, impacts
to this species would be less than significant.
