City of Pleasanton—Villages at the Quarry Project
15183 Consistency Checklist Consistency Checklist

87
Therefore, development within the rezoned housing sites could impact
Heritage Trees, resulting in conflicts with local policies or ordinances
protecting biological resources. Chapter 7, Conservation and Open Space
Element of the General Plan contains policies and programs relevant to the
rezoned housing sites. A short summary of relevant policies and programs are
provided below:
• Policy 2 requires the preservation of Heritage Trees.
• Program 2.1 strongly encourages preservation of Heritage Trees, and,
where preservation is not feasible, the City would require tree
replacement or a contribution to the Urban Forestry Fund.
• Program 2.2 requires adherence to the provisions of the City’s Heritage
Tree Ordinance, Pleasanton Municipal Code Chapter 17.16, Tree
Preservation, when reviewing future development projects.

Future development consistent with the Housing Element Update would be
subject to all applicable local policies and regulations related to the
protection of biological resources (as described above), including the City’s
Tree Preservation Ordinance (Chapter 17.16 of the Municipal Code), which
would protect Heritage Trees by requiring a permit for Heritage Tree removal.
The City defines a Heritage Tree as any tree, regardless of species, with a
trunk circumference of 55 inches or more; or that is 35 feet or more in height.
Permitting the removal of a Heritage Tree requires a tree survey plan or tree
report be prepared by a certified Arborist at the discretion of the City’s
Community Development Director. The Housing Element Update FEIR
concluded that compliance with applicable goals, policies, programs, and
State and federal requirements would reduce impacts to less than significant.
Proposed Project Analysis and Conclusion
The analysis under the Housing Element Update FEIR remains consistent with
the proposed project. Any future specific or individual development
proposed would be required to demonstrate consistency with the City’s
Urban Forest Management Plan and Tree Preservation Ordinance (Chapter
17.16 of the Municipal Code). All proposed tree removals must be approved
by the City and appropriate mitigation incorporated by a qualified Arborist.
According to the Preliminary Arborist Report prepared by McNeil in July 2024,
the survey and corresponding report considered 68 trees, one of which is
located within the project boundaries and the remaining 67 of which are
located directly adjacent to the site boundaries. Fourteen of the trees are
