City of Pleasanton—Villages at the Quarry Project
15183 Consistency Checklist Consistency Checklist

103
project site. None of these resources are located within the project site. In
addition, 16 area-specific survey reports are on file with the NWIC for the
project site and its 0.5-mile search radius; four reports partially address the
project site. This indicates that the project site has partially been previously
surveyed for cultural resources.
On March 18, 2024, FCS sent a letter to the NAHC in an effort to determine
whether any sacred sites are listed on its SLF for the project site. A response
was received on March 22, 2024, indicating that the SLF search was negative
for the presence of Native American cultural resources in the immediate
project area. The NAHC included a list of 18 Tribal representatives available
to provide additional information pertaining to TCRs.
To ensure that all Native American knowledge and concerns over potential
TCRs that may be affected by the proposed project are addressed, a letter
containing project information and requesting any additional information
was sent to each Tribal representative on March 26, 2024. One response was
received on March 27, 2024, from the Amah Mutsun Tribal Band of San Juan
Bautista recommending cultural sensitivity training and qualified
archaeological and Tribal monitoring during any earth movement if there is
any cultural or historic resource sensitivity within 1 mile of the project site. No
additional responses have been received to date. Correspondence related
to the NAHC letters and Tribal representatives can be found in Appendix D.
While unlikely, the possibility remains that TCRs in the form of archaeological
resources or human remains may be encountered during project
construction.
FCS identified project-specific requirements based on the results of the
record search and pedestrian survey. In compliance with General Plan
Programs 5.1 and 5.2, FCS determined that archaeological and TCR training
for construction staff shall be required prior to the start of any ground-
disturbing activities in case any resources are inadvertently discovered.
Furthermore, FCS determined that a qualified Archaeologist shall be present
to monitor during the clearing and grubbing phases of ground disturbance to
check for the inadvertent exposure of possible cultural materials. In the event
exposed soils indicate cultural materials may be present, this may be
followed by regular or periodic archaeological monitoring as determined by
the Archaeologist.
The proposed project would be required to follow the City’s standard
condition of approval that all construction shall stop if TCRs are uncovered
