City of Pleasanton—Villages at the Quarry Project
15183 Consistency Checklist Consistency Checklist

115
project site is within an area that has a moderate liquefaction potential. The
Geotechnical Report concluded that, based on groundwater levels at the
project site, the risk of liquefaction at the project site is low.9 Furthermore, the
proposed project would comply with the CBC, the Municipal Code, and the
General Plan, which would minimize any potential environmental effects due
to liquefaction or ground failure.
Therefore, development as proposed would not result in any environmental
effects that are peculiar to the proposed project. The proposed project
would not result in a new or more severe adverse impact that was not
previously identified in the Housing Element Update FEIR.
iv) Seismic-related Ground Failure, Including Landslides
Summary of Housing Element Update FEIR
As indicated in the Housing Element Update FEIR, Site 21 is not located within
a rainfall-induced landslide hazard zone. (Refer to Housing Element Update
FEIR Exhibit 3.6-5.)
The Housing Element Update FEIR concluded that compliance with CBC,
applicable Municipal Code requirements, as well as goals, policies, and
programs included as part of the General Plan would protect residents,
structures, and infrastructure from potential substantial adverse effects,
including the risk of loss, injury or death involving landslides. Therefore, it was
concluded that impacts related to landslides at the programmatic level
would be less than significant.
Proposed Project Analysis and Conclusion
The Geotechnical Report does not include an analysis of landslide potential
at the project site.10 According to the California Earthquake Hazards Zone
Application (EQ Zapp), available through the CGS website, the project site is
not within an established landslide hazard zone.11 The project site is relatively
flat and has been graded with a low risk of landslides. Furthermore, the
proposed project would comply with the CBC, the Municipal Code, and the
General Plan, which would minimize any potential environmental effects due
to landslides or ground failure.

9 ENGEO Incorporated (ENGEO). 2024.
