City of Pleasanton—Villages at the Quarry Project
15183 Consistency Checklist Consistency Checklist

119
programs included as part of the General Plan would ensure that potential
impacts associated with expansive soils would be less than significant.
Proposed Project Analysis and Conclusion
The Geotechnical Report concluded that the upper 10 feet of the existing fill
is considered moderately to highly expansive.
Per General Plan Program 2.2, the proposed project would be required to
comply with the recommendations of the Geotechnical Report, which
include implementing the ground improvement program described above,
using post-tensioned mat foundations, using a moisture reduction system,
and using spread footings for auxiliary structures. As such, impacts related to
expansive soils would be less than significant.
Therefore, development as proposed would not result in any environmental
effects that are peculiar to the proposed project. The proposed project
would not result in a new or more severe adverse impact that was not
previously identified in the Housing Element Update FEIR.
e) Wastewater Disposal Systems
Would the project: Have soils incapable of supporting the use of septic tanks or other
alternative wastewater disposal systems where sewers are not
available?
Summary of Housing Element Update FEIR
The Housing Element Update FEIR indicated most of the rezoned housing sites
are infill sites; thus, new development consistent with the Housing Element
Update would primarily occur on parcels that already contain existing homes
or businesses. As such, development consistent with the Housing Element
Update would be served by the existing sewer system, and most new
development would connect to existing sewer lines. However, should any
new development require the installation of septic tanks or alternative
wastewater disposal systems, the General Plan includes policies and
programs to ensure that any new development can be feasibly constructed
according to soil conditions.
The Housing Element Update FEIR concluded that implementation of policies
and programs in the General Plan, as well as applicable Municipal Code
requirements, would ensure that new septic tanks or alternative wastewater
disposal systems are constructed on soils that can support such systems.
Therefore, the impacts would be less than significant.
