City of Pleasanton—Villages at the Quarry Project
Consistency Checklist 15183 Consistency Checklist

118
lateral spreading is low, due to the relatively flat topography and low
liquefaction potential.13
The Geotechnical Report identified highly compressible existing fill deposits
underlying the project site. However, the Geotechnical Report concluded
that, due to the age of the fill placement, any settlement due to the existing
fill is essentially complete. Because of the nature of the existing fill, the
Geotechnical Report concluded that approximately 2 to 4.5 inches of
potential total (long-term) settlement could be anticipated over a design life
of 100 years.14 However, the Geotechnical Report includes a ground
improvement program for both the southern and northern portions of the
project site, which would include, as applicable, partial removal and
replacement of existing soils and surcharge.
Per General Plan Program 2.2, the recommendations contained in the
Geotechnical Investigation regarding unstable soils are required to be
implemented as part of the proposed project, which would reduce potential
environmental impacts to less than significant.
Therefore, development as proposed would not result in any environmental
effects that are peculiar to the proposed project. The proposed project
would not result in a new or more severe adverse impact that was not
previously identified in the Housing Element Update FEIR.
d) Expansive Soils
Would the project: Be located on expansive soil, creating substantial direct or indirect
risks to life or property?
Summary of Housing Element Update FEIR
The Housing Element Update FEIR indicated new development constructed
on expansive soils could be subject to damage or become unstable when
underlying soil shrinks or swells.15 The actual presence and extent of
expansive soils can only be determined as part of site-specific soils and
geologic reports.
The Housing Element Update FEIR concluded that compliance with the CBC,
applicable Municipal Code requirements, as well as goals, policies, and

13 ENGEO Incorporated (ENGEO). 2024.
