City of Pleasanton—Villages at the Quarry Project
15183 Consistency Checklist Consistency Checklist

127
Operational GHG Emissions
To assess operational-related GHG emissions and their potential to cause a
significant impact, the proposed project is analyzed for its consistency with
the City’s CAP 2.0. As shown in the proposed project’s CAP 2.0 checklist, the
proposed project includes all applicable, mandatory measures required by
the City’s CAP 2.0, except for a battery storage back up system for solar
energy, the full number of EV parking spaces, and the full number of bicycle
parking spaces. First, although the proposed project would be otherwise
required to provide a battery storage back up system for the proposed solar
system under CAP 2.0, the proposed project has requested and would need
to obtain a waiver pursuant to the density bonus application. Although
Village 4 would otherwise require 102 EV parking spaces according to the
Pleasanton Municipal Code and CAP 2.0, the proposed project has
requested and would need to obtain a waiver pursuant to the density bonus
application and thus would meet all applicable CALGreen requirements.
Additionally, the proposed project would otherwise be required to provide
one short-term and one long-term bicycle parking space for every three
multi-family residential units; the applicant has requested and would need to
obtain a waiver pursuant to the density bonus application to provide two
spaces for every 50 units instead. As such, the proposed project would be
consistent with all applicable, mandatory requirements of the CAP 2.0.
Therefore, the proposed project is also consistent with the Housing Element
Update FEIR, which meets the requirements of Criterion B of BAAQMD’s 2022
CEQA Thresholds of Significance.
In regard to demonstrating project consistency with applicable GHG plans,
the proposed project must be consistent with a local GHG reduction strategy
(Threshold B) or meet the minimum project design elements recommended
by BAAQMD (Threshold A). Threshold B is being applied to the analysis of this
project as the City has adopted a qualified CAP that includes a CAP
Consistency Checklist.
The City has a CAP, Housing Element Update, and enforces its building
codes, all of which aim to reduce GHG emissions. Therefore, if individual
projects conform to the CAP 2.0 and Housing Element Update, they would
not conflict with local plans, policies, or regulations applicable to GHG
emissions. Further, the Housing Element Update was shown to be consistent
with the applicable measures and actions of the CAP 2.0. As shown above,
the proposed project is consistent with the Housing Element Update and CAP
2.0. The proposed project would also be constructed in conformance with at
