City of Pleasanton—Villages at the Quarry Project
Consistency Checklist 15183 Consistency Checklist

132
groundwater-based materials into the environment during site grading and
excavation operations. However, development of the rezoned housing sites is
not expected to result in the transport, use, storage, or disposal of substantial
amounts of hazardous materials, with the exception of common residential
and commercial-grade hazardous materials such as household cleaners and
paint, among others.
Several documented release sites are within 0.5 mile of the rezoned housing
sites (see Housing Element Update FEIR Table 3.8-1 and Exhibits 3.8-1a and
3.8-1b). Construction activities at these sites would likely involve ground-
disturbing activities that could expose workers, the public, and the
environment to contaminated soil and groundwater, if present.
The Housing Element Update FEIR concluded that compliance with
applicable federal, State, and local laws, plans and regulations, including
the General Plan, Titles 8 and 17 of the California Code of Regulations,
California Division of Occupational Health and Safety (Cal/OSHA)
requirements, as well as implementation of MM HAZ-2, which requires the
preparation of a Phase I Environmental Site Assessment (Phase I ESA) and
Phase II ESA (as necessary) and completion of any necessary remedial
activities to be conducted under the oversight of the appropriate regulatory
agency, would provide public protection from hazards associated with the
use, transport, treatment, and disposal of hazardous substances during
construction and operation of development consistent with the Housing
Element Update. Therefore, impacts related to upset and accident
conditions involving the release of hazardous materials into the environment
would be less than significant with mitigation.
Proposed Project Analysis and Conclusion
As discussed above, the Housing Element Update FEIR indicated that several
of the rezoned housing sites are located near identified contamination
sources that have not been fully remediated. MM HAZ-2 was included in the
Housing Element Update FEIR, which required the preparation of a Phase I
ESA for sites affected by these areas.
A Phase I ESA was prepared on March 11, 2022, by Cameron-Cole for the
proposed project (Appendix F). The goal of the Phase I ESA is to identify the
presence (or likely presence) of hazardous substances or petroleum products
at the project site, under conditions that indicate an existing release, a past
release, or a material threat of release of any hazardous substances or
