City of Pleasanton—Villages at the Quarry Project
15183 Consistency Checklist Consistency Checklist

133
petroleum products into structures, the ground, groundwater, or surface
water.
The Phase I ESA identified several potential Recognized Environmental
Conditions (RECs) associated with the project site; however, the Phase I ESA
concluded that only one REC was present at the project site.
Records that were reviewed by Cameron-Cole indicate hydrocarbon-
impacted soils were previously documented in the southeastern portion of
the project site. Remediation was performed at this area and a cleanup goal
was achieved. Additional records indicate the presence of petroleum and
polychlorinated biphenyl (PCB)-impacted soil in surface and subsurface
samples at concentrations above acceptable environmental screening
levels (ESLs). Groundwater samples collected also identified limited
groundwater impacts. Vertical and lateral petroleum hydrocarbon impacts
have been identified in the vicinity of the subsurface “silo” area. The Phase I
ESA concluded that the presence of soil and groundwater impacts at the
project site above acceptable ESLs constitutes a REC at the project site.
The presence of a REC at the project site constitutes a potentially significant
impact. Because of the identified REC at the project site, further investigation
and remediation would be required at the project site.
As discussed above, the Housing Element Update FEIR identified MM HAZ-2,
which required the preparation of a Phase I ESA. Additionally, MM HAZ-2
requires the preparation of a Phase II ESA in the event that further
investigation and remediation is needed at the project site. MM HAZ-2 further
requires that documentation from the applicable overseeing agency would
be required prior to receiving a certificate of occupancy.
A Removal Action Completion Report was completed in May 2024, which
outlines the remedial excavation activities conducted in accordance with
the DTSC-approved RAW for the project site. Remedial excavation activities
were performed between February 1, 2024, and March 8. 2024, resulting in
approximately 18,231 tons of contaminated soil being transported off-site for
disposal. Based on the results from soil samples obtained during remediation
as well as post-excavation confirmation sampling, the identified
contaminated soils have been effectively removed and residual
concentrations are below DTSC-approved Removal Goals.
The DTSC issued a Removal Action (RA) Certification Form on September 4,
2024 (Appendix F). As the form details, the DTSC has determined that all
