P23-0480 & Tract 8680, 3300 Busch Road Planning Commission
4 of 29
State law separately defines “waivers or reductions of development standards” as a further
form of assistance available to developers with eligible density bonus projects. Under SDBL,
the City cannot apply a development standard that would physically preclude the construction
of the project at its permitted density; accordingly, a developer may request such standards to
be modified or “waived.” For most projects, there is no limit on the number of waivers or
reductions of development standards that may be requested. Under these provisions, the
applicant has requested 19 waivers to deviate from the requirements. Note that SDBL does not
require a project to propose density above the maximum allowed in order to apply for
concessions or waivers.

Site Description and Current Uses
The approximately 51.62-acre, roughly triangular-shaped site is located at the southeast
corner of Busch Road and Valley Avenue , known as 3300 Busch Road. The site is currently
occupied by a construction equipment storage company operating under a short -term lease
and through the approval of the city’s temporary use permit process. The neighboring PGS
facility also leases space for parking/storage of trucks and vehicles on the site.

The site is bounded to the north by Busch Road, with the Village at Ironwood senior residential
community and City Public Works Department (formerly Operation Services Department)
facility across Busch Road to the north. The east side of the site abuts the Pleasanton
Garbage Service transfer station facility and a large vacant lot. A self-storage facility and light
industrial uses are located to the south and across Valley Avenue to the west. Please refer to
Figure 1 for Project location.

Due to decades of industrial uses on the Project site and the presence of petroleum
hydrocarbons and polychlorinated biphenyls in the soil, in October 2023, the applicant
engaged the California Department of Toxic Substances Control (DTSC) to initiate a Removal
Action Workplan (RAW) for site cleanup. Site cleanup has been completed as of the
publication of this report. Please see additional discussion later in the agenda report.
