City of Pleasanton—Villages at the Quarry Project
Consistency Checklist 15183 Consistency Checklist

146
As detailed in the Preliminary Stormwater Control Plan (Appendix G), the
proposed project is required to treat 100 percent of the runoff from
impervious surfaces within the project site; this would be achieved by
directing all runoff (i.e., roof, street, and driveway) to six proposed
bioretention basins located throughout the project site.24 The Stormwater
Control Plan describes the proposed Drainage Management Areas (DMAs)
and associated treatment areas.
Landscaping would include planting several trees, which would improve
water quality by intercepting and storing rainfall on leaves and branch
surfaces thereby reducing runoff volumes and delaying the onset of peak
flows. In addition, the uptake of water from trees through transpiration would
reduce the amount of runoff from the project site.25 The landscaping design
would be required to meet State standards for water efficiency.
Additionally, as discussed above, the proposed project must comply with
NPDES permit requirements (NPDES Permit No. CAS612008 Order No. Rs-2022-
0018), the Municipal Code, the Alameda Countywide Clean Water Program,
and General Plan goals, policies, and actions, which would ensure that
impacts related to water quality degradation from construction activities are
less than significant.
Therefore, there are no environmental effects that are peculiar to the
proposed project. The proposed project would not result in a new or more
severe adverse impact that was not previously identified in the Housing
Element Update FEIR.
b) Groundwater
Would the project: Substantially decrease groundwater supplies or interfere
substantially with groundwater recharge such that the project may
impede sustainable groundwater management of the basin?
Summary of Housing Element Update FEIR
The Housing Element Update FEIR indicated that future development
consistent with the Housing Element Update could increase the area of
impervious surfaces, which could potentially reduce groundwater infiltration.
The addition of new housing would also result in an increase in residential

24 Kimley-Horn Associates. 2023.
