City of Pleasanton—Villages at the Quarry Project
15183 Consistency Checklist Consistency Checklist

147
connections to the municipal water supply, which could potentially increase
demand for groundwater supplies.
The Housing Element Update FEIR concluded that future development
consistent with the Housing Element Update would be required to comply
with requirements of the Municipal Code and General Plan policies and
actions related to maximizing infiltration and rainwater retention and
requiring the identification of an adequate water supply. Therefore, future
development consistent with the Housing Element Update would not
substantially interfere with groundwater recharge or impede groundwater
management of the basin, and impacts would be less than significant.
Proposed Project Analysis and Conclusion
According to the Preliminary Geotechnical Report (Appendix E) prepared for
the proposed project, no groundwater was encountered during subsurface
explorations performed at the project site. However, previous subsurface
explorations encountered groundwater between 50 and 60 feet below
ground surface (BGS).26
The proposed project would include the addition of 1,348,814 square feet of
new impervious surface.
As detailed in the Preliminary Stormwater Control Plan, the proposed project
is required to treat 100 percent of the runoff from impervious surfaces within
the project site; this would be achieved by directing all runoff (i.e., roof,
street, and driveway) to six proposed bioretention basins located throughout
the project site. These proposed project design features would help to
reduce the impact to groundwater recharge and sustainable basin
management.
The proposed project would be required to comply with requirements of the
Municipal Code and General Plan policies and actions related to maximizing
infiltration and rainwater retention and requiring the identification of an
adequate water supply.
Therefore, there are no environmental effects that are peculiar to the
proposed project. The proposed project would not result in a new or more
severe adverse impact that was not previously identified in the Housing
Element Update FEIR.

26 ENGEO Incorporated (ENGEO). 2024. Preliminary Geotechnical Report for Kiewit Property, Pleasanton,
California. March 8, 2021, Latest Revision June 19, 2024.
