City of Pleasanton—Villages at the Quarry Project
15183 Consistency Checklist Consistency Checklist

153
City is located on a shoreline susceptible to tsunamis. Therefore,
development consistent with the Housing Element Update would not result in
substantial inundation by seiche or tsunami, and no impact would occur
related to a release of pollutants due to related inundation.
The Housing Element Update FEIR indicated that several rezoned housing
sites are within the 500-year flood hazard zone (see Housing Element Update
FEIR Exhibit 3.9 1). Development consistent with the Housing Element Update
would be subject to the General Plan policies and programs and the
Municipal Code, which would reduce the risks of inundation. Additionally, all
future development would be evaluated on a project-by-project basis for
impacts related to risk of pollutant release associated with flooding and
inundation. Therefore, the risk of release of pollutants during inundation would
be less than significant.
Proposed Project Analysis and Conclusion
The project site is over 15 miles east of the San Francisco Bay, but the project
site is located over 0.44 mile south of Lake I of the Zone 7 Water Agency
(Zone 7) Chain of Lakes. Two other lakes, Cope Lake and Shadow Cliffs Lake,
are located approximately 0.71 mile and 0.81 mile northeast and southeast
of the project site, respectively. These lakes could be susceptible to seiches;
however, the water elevations in these lakes would be low enough to
prevent seiche inundation on the project site. Furthermore, the proposed
project would comply with all applicable regulations and requirements from
the Municipal Code and NPDES. As discussed above, the project site is not
within the 100-year Annual Chance Flood Hazard zone; the project site is
mapped within an area of minimal flood hazard (Zone X).29 Additionally, the
proposed project does not include the storage of hazardous materials or
pollutants.
Therefore, there are no environmental effects that are peculiar to the
proposed project. The proposed project would not result in a new or more
severe adverse impact that was not previously identified in the Housing
Element Update FEIR.

29 Federal Emergency Management Agency (FEMA). 2009. Flood Insurance Rate Map, Panel 336 of 608, Map
Number 06001C0336G. Effective Date August 3, 2009.
