City of Pleasanton—Villages at the Quarry Project
Consistency Checklist 15183 Consistency Checklist

168
Proposed Project Analysis and Conclusion
Existing Noise Conditions
The existing noise environment in the vicinity of the project site was
documented through a noise monitoring effort performed at the project site.
Noise monitoring measurement data sheets are contained in Appendix H. A
total of four short-term noise measurements (15 minutes each) were taken on
Thursday, April 25, 2024, during the midday peak noise hour. The noise
measurements determined that daytime ambient noise levels range from
62.7 dBA to 71.1 dBA Leq along the boundaries of the project site. The noise
measurements indicate that noise within the vicinity of the project site is
generally characterized by vehicle traffic on local roadways, transfer station
operations, private trucking operations, fire department training center
activity, and train activity in the distance. The noise measurement
documented noise levels from all noise sources in the project vicinity,
including any noise from the facilities for the LPFD, PGS, and Pleasanton
Public Works Department.
Construction Noise
The site preparation phase, which includes excavation and grading of the
site, tends to generate the highest noise levels because the noisiest
construction equipment is earthmoving equipment. The loudest pieces of
equipment anticipated to be used in the site preparation phase of
construction are graders and excavators. Typical operating cycles for these
types of construction equipment may involve 1 or 2 minutes of full power
operation followed by 3 or 4 minutes at lower power settings. The maximum
noise level generated by graders and excavators is approximately 85 dBA
maximum noise/sound level (Lmax) at 50 feet.
The nearest adjoining residential property line (future approved residences
that will be located across Busch Road) is located approximately 160 feet
north of the nearest project construction footprint. At this distance,
reasonable worst-case maximum construction noise levels would attenuate
to below 68 dBA Leq. The calculation sheet is provided in Appendix H.
Additionally, noise levels would drop off at a rate of 6 dBA per doubling of
distance as the equipment moves over the project site.
Therefore, the proposed project’s construction noise levels would not exceed
the City’s construction noise level standard of 86 dBA as measured at the
property plane. In addition, because the project would comply with the
City’s permissible hours of construction, the resulting reasonable worst-case
