City of Pleasanton—Villages at the Quarry Project
15183 Consistency Checklist Consistency Checklist

191
Proposed Project Analysis and Conclusion
The development of the proposed project would generate increased
demand for parks and recreational facilities. The Housing Element Update
estimates up to 760 dwelling units to be located on the project site, while the
proposed project would result in the construction of 412 dwelling units and 57
JADUs in total. As such, the proposed project would generate less demand
for parks and recreational facilities than what was analyzed in the Housing
Element Update FEIR.
The proposed project does not require plans for the expansion or
construction of park facilities as the City currently maintains an open space
ratio of approximately 13 acres per 1,000 residents, which is well above its
target ratio of 5 acres per 1,000 residents. The proposed project would be
required to pay all applicable capital facilities as required by Municipal
Code Chapter 3.22 to mitigate impacts of the proposed development on
public facilities, including parks and recreational facilities. These funds would
be used by the City to help construct any needed park and recreational
facilities and improvements in the City and to refurbish and expand existing
facilities to maintain adequate levels of service. Therefore, there are no
environmental effects that are peculiar to the proposed project. The
proposed project would not result in a new or more severe adverse impact
that was not previously identified in the Housing Element Update FEIR.
Conclusion
With regard to Recreation, the Consistency Checklist demonstrates that:
1. No peculiar impacts related to the proposed project or its site that were
not analyzed as significant effects in the Housing Element Update FEIR
have been identified.
2. There are no potentially significant off-site and/or cumulative impacts
which were not analyzed in the Housing Element Update FEIR.
3. No substantial new information has been identified which results in an
impact which is more severe than anticipated by the Housing Element
Update FEIR.
4. No mitigation measures would be required because the proposed
project’s specific impacts would be less than significant.

Mitigation Measures
None.
