Side-Street Stop-Controlled
intersection delay presented as Whole Intersection Average Delay (Worst Movement Delay).
Delay calculated per HCM 2000 methodologies.
Bold text indicates unacceptable operations.
Source: Fehr & Peers, February 2025.

As shown in Table 9, the study intersections operate acceptably during
Existing Plus Project conditions except for Santa Rita Road and Valley Avenue
(LOS E) and Bernal Ave/Valley Avenue and Stanley Boulevard (LOS E) during
the PM peak-hour. These intersections operated at LOS E prior to the addition
of proposed project traffic, however, the proposed project would add more
than 10 peak-hour trips to both intersections during the weekday PM peak-
hour, thus this would be a violation of the City’s LOS policies. To provide
acceptable traffic operations, pedestrian safety, and access to the
proposed project, improvements to the proposed project’s intersection at
Boulder Street and Valley Avenue would also be necessary as identified in
the TIA. These are discussed in greater detail below.
Vehicle Queues
Although most intersections generally operate within the standards set by the
City, there can be periodic vehicle queue spillback and delays greater than
shown in Table 9 for some movements. For signalized intersections, the 95th
percentile queue exceeds the available storage at this intersection
movement:
• Santa Rita Road/Valley Avenue–Westbound Left Turn–PM peak-hour

Traffic associated with the project would increase the PM peak-hour queue
length at this movement by 50 feet (2 vehicles), which would be a violation
of the City’s established policies.
