City of Pleasanton—Villages at the Quarry Project
15183 Consistency Checklist Consistency Checklist

201
widening of the intersection to include a third southbound left
turn lane and a second westbound left turn lane. With the
implementation of this improvement, the intersection would
function at an acceptable LOS. This improvement shall be
constructed with the proposed project’s development, with fees
credited to the developer.
Deficiency 2: The intersection of Bernal Avenue/Valley Avenue and Stanley
Boulevard operates at a deficient LOS E in the existing PM peak-hour. The
proposed project would add more than 10 vehicle trips, which based on the
General Plan/Operational Thresholds, would be considered significant.
COA 2: The proposed project shall provide funds for the optimization of
the traffic signal timing and phasing at this intersection prior to
issuance of certificate of occupancy. Implementation of this
measure would improve operations of the intersection for vehicle
movements to an acceptable level (LOS D with a delay of 40.8
seconds per vehicle in the PM peak-hour).
Deficiency 3: To provide acceptable access, appropriate traffic operations
and pedestrian safety, improvements to the project’s intersection at Boulder
Street and Valley Avenue would be required.
COA 3: The project shall construct improvements to the Boulder
Street/Valley Avenue intersection prior to issuance of certificate
of occupancy. These shall include upgrading the traffic signal to
full 8-phase protected left turn operations with appropriate
pedestrian provisions. Two exit lanes shall be provided on the
proposed project’s approach including a separate left turn and
a shared through-right turn lane.
Cumulative Without El Charro Extension Traffic Conditions
This section discusses cumulative traffic conditions both without and with the
proposed project. The cumulative condition represents conditions in the 2040
horizon year, based on forecasts from the City’s travel demand model. The
cumulative forecasts reflect conditions with buildout of the City’s General
Plan and the implementation of the recently approved Housing Element
Update. To evaluate the potential effect of traffic generated by the
proposed project on the surrounding street system, volume estimates
representing Cumulative without Project Conditions were prepared. Traffic
conditions without the project under this future scenario reflect traffic
increases due to nearby and regional development along with background
