City of Pleasanton—Villages at the Quarry Project
Consistency Checklist 15183 Consistency Checklist

202
roadway network changes and street improvements. Major cumulative land
use changes in the study area include substantial industrial and R&D space
with supporting retail on the parcel immediately east of the project site (TAZs
45 and 91) and north of Busch Road (TAZ 216). The cumulative analysis also
reflects the programmed General Plan roadway improvements including
changes at the Santa Rita Road/Valley Avenue intersection (addition of third
southbound left turn and second westbound left turn). The forecasted
Cumulative without Project Conditions traffic volumes were then used as the
baseline to identify the proposed project’s effects on the operations of the
circulation system.
Two different sets of cumulative traffic volumes have been prepared,
including forecasts both with and without the proposed El Charro Road
extension project. Cumulative conditions both with and without the
proposed project and with and without the El Charro Road extension project
have been evaluated. El Charro Road’s current terminus is at Stoneridge
Drive/West Jack London Boulevard and the extension project would extend
the road south, connecting to Stanley Boulevard. This project was proposed
in the 2005 Pleasanton General Plan Update and is included in the City’s
Traffic Impact Fee program.
Traffic volumes for the Cumulative without Project without the El Charro
Extension scenario are presented on Figure 9 of the TIA. Project traffic was
added to the Cumulative without Project forecasts to estimate the
Cumulative with Project without the El Charro Extension scenario, as
presented on Figure 10 of the TIA.
Analysis of Cumulative Without El Charro Extension Conditions
Intersection Operations
Cumulative without the El Charro Road extension scenarios both with and
without project-generated traffic were evaluated in the TIA, and the analysis
results are presented in Table 11, based on the traffic volumes and lane
configurations presented on Figure 8 and Figure 9 of the TIA.
The addition of project traffic would affect average delay at each of the
study intersections but would not degrade service levels. All study
intersections are projected to operate within the City’s established LOS
standard in the Cumulative without El Charro Extension condition, even with
the addition of project traffic.
