City of Pleasanton—Villages at the Quarry Project
Consistency Checklist 15183 Consistency Checklist

206
Cumulative Without El Charro Extension Condition Recommendations
Based on the results of the Cumulative without El Charro Extension with
Project analysis, one violation of the City’s policies was identified.
Deficiency 4: The queues in the southbound left turn lanes at the Bernal
Avenue/Valley Avenue/Stanley Boulevard intersection were found to exceed
the available storage in the Cumulative without El Charro Extension with
Project scenario.
Recommendation: Queues at the subject movement should be
monitored, and if found to exceed the available storage, the project
should make a fair share contribution toward the implementation of an
improvement measure. The improvement would be an extension of the
available storage in the southbound left turn lanes within the existing
landscaped median.
Cumulative With El Charro Extension Traffic Conditions
This section discusses cumulative traffic conditions with the El Charro Road
extension both with and without traffic that would be generated by the
proposed project. The cumulative conditions analysis considers development
within the City as described in the General Plan and recently adopted
Housing Element Update. Cumulative forecasts were developed using the
City of Pleasanton’s travel demand model. El Charro Road’s current terminus
is at Stoneridge Drive/West Jack London Boulevard and the roadway
extension project proposes to extend the road south, connecting to Stanley
Boulevard in the City of Pleasanton. This project was proposed in the 2005
Pleasanton General Plan Update and is included in the City’s Traffic Impact
Fee program. As part of the cumulative with El Charro Extension scenarios,
Busch Road is assumed to be extended to El Charro where a new signalized
intersection would be constructed.
Analysis of Cumulative With El Charro Extension Conditions
Intersection Operations
In the With El Charro Extension scenario, cumulative without and with Project
intersection operations were evaluated in the TIA, and the analysis results are
presented in Table 13, based on traffic volumes presented on Figure 11 and
Figure 12 of the TIA.
The addition of project traffic would affect average delay at each of the
study intersections but would not degrade service levels. Without additional
improvements, the intersection of El Charro Extension and Stoneridge Drive is
