City of Pleasanton—Villages at the Quarry Project
15183 Consistency Checklist Consistency Checklist

207
projected to operate at LOS E in the Cumulative with El Charro Extension
scenario (without the proposed project). The proposed project would
increase vehicle delays at this intersection and would add more than 10
vehicles in the AM and PM peak-hours. This would be a violation of the City’s
established LOS policies.
The intersections of Busch Road/Street D and Busch Road/City Operations
Center were evaluated under the following three conditions:
• 2 Lane Busch Road (with turn pockets)–Side Street Stop Control
• 2 Lane Busch Road–Roundabout
• 4 Lane Busch Road (with turn pockets)–Side Street Stop Control

All three configurations were found to yield acceptable operations. Peak-
hour traffic signal warrants were not found to be met at these locations
under the Cumulative with El Charro with Project condition. The evaluation
reviewed a single-lane urban roundabout configuration with a design speed
of 20 miles per hour. However, acceptable operations would also result at
these locations if a smaller single-lane compact urban roundabout was
installed.
Table 13: Cumulative With El Charro Extension Conditions – Intersection
Operations
Intersection Control1
Peak-
hour2
LOS
Standard
Cumulative
without Project
Cumulative with
Project
Delay3 LOS Delay3 LOS
1.
