P23-0480 & Tract 8680, 3300 Busch Road Planning Commission
11 of 29
Figure 9: Elevation Facing Busch Road

Grading and Drainage
The Project site is relatively flat except for the northwest section, where different elevations
create a mound. Grading is proposed throughout the Project site to create flat pad lots,
bio-retention areas, and streets. It is estimated an approximately 121,486 cubic yards1 of cut
and an approximately 58,797 cubic yards of fill for the Project. (cut and fill)

The Project proposes installing 12-to-24-inch storm drains within the Busch Road right-of-way
and throughout the Project site to channel runoff from the project area to stormwater detention
facilities and then offsite to the City storm drain system.

Tree Removal and Landscaping/Fencing
A total of 68 existing trees were analyzed in the Arborist Report, including 14 heritage-sized
trees. Of the 68 trees surveyed, only one tree is located on the Project site and the remaining
67 trees are located immediately adjacent to the Project site, mostly within rights-of-way. The
Project would remove 52 existing trees, including 13 of the heritage-size trees. The removal is
necessary to accommodate proposed project improvements, particularly for bioretention areas.

Preliminary landscape plans have been provided for the Project. A variety of drought-tolerant
and climate-appropriate trees, shrubs, and groundcovers are proposed throughout the project,
most of which would be planted around the perimeters of the proposed project, along all streets,
in common use areas such as the park and community center at the apartments, in bioretention
areas, and along the trail and pedestrian path. A number of (final count to be determined with
final landscape plans at the time of construction permit review) new trees are proposed for the
project.

A preliminary fencing plan has been provided for the Project. It shows a combination of good
neighbor wood fencing, cement plaster walls, and low stucco walls on lots adjacent to the park.
Please see Exhibit B for a comprehensive view of all conceptual landscaping and fencing plan
for the proposed project.

Affordable Housing Agreement
To meet the requirements of PMC Chapter 17.40 – Inclusionary Housing (also known as the
Inclusionary Zoning Ordinance or IZO), and the ODS, the applicant proposes 101 of the 102
multi-family rental units to be available to households with incomes at or below 80 percent

1 The estimated earthwork quantities are proximate in place volumes calculated from the existing ground to the proposed
finished grade.
