P23-0480 & Tract 8680, 3300 Busch Road Planning Commission
16 of 29
analysis of the project’s conformance to the ODS, and where relevant, notes the application of
waivers or concessions. Note that the requested concessions and waivers apply variously to
the multi-family and single-family portions of the project.

Site Layout and Building Orientation
The Project site layout concept, i.e. the project consists of four villages with a centrally located
park, has been introduced to staff since the discussion of the 6th Cycle Housing Element
update. Since the submittal of the preliminary review application in March 2023, the site layout
has been revised in the following areas, and therefore, improved the overall site design.

The project design would conform to applicable objective standards and requirements,
including the following key aspects:

▪ North-easterly streets would not serve as a cut-through street between Busch Road and
Valley Avenue;
▪ Iron Horse Trail would extend along the project frontage on Busch Road;
▪ Busch Road design would include a mixed use path;
▪ An EVA would be provided between Lots 30 and 31 in Village 2, meeting requirements
by Livermore-Pleasanton Fire Department (LPFD);
▪ The privately owned/maintained park with public access and usage would be designed
per city standards;
▪ Building setbacks.

Pedestrian access would be provided throughout the project site. The Project would include
approximately 5-foot-wide sidewalks on both sides of all interior streets to ensure pedestrians
have a continuous route throughout the community per ODS A1.4

ODS also requires pedestrian access not be directly from parking area (A1.3), paseos be
provided for multiple-family development (A1.7), corner lots be platted wider than interior lots
(A1.8b), alleys and parking areas should not be used for primary circulation to the building
entries (A1.2), and single-family residential development to have front doors directly face
Public Street, Internal Street, Open Spaces or Paseos (A2.1). The Project requests waivers for
these requirements.

Parking and Parking Lot Design
A two-car garage will be provided for each single-family home, and, in addition, guest parking
is proposed to be accommodated in the driveway on each single-family home. Staff notes that
in a single-family residential development, it is common for the driveway to be used as
temporary parking for guests/visitors. The project includes approximately 18-foot-deep
driveways for single-family homes. PMC requires a 23-foot deep driveway to avoid any portion
of a vehicle from encroaching into the adjacent public sidewalk. The applicant requested a
waiver to deviate from the standard driveway depth. As such, the driveway would remain at the
proposed approximately 18-foot depth – this length should accommodate many typical
passenger vehicles, provided they pull all the way into the driveway and up to the garage door.
Any obstruction, including parked vehicles, that reduces the clear width of a sidewalk below
the minimum requirement can constitute an ADA violation.
