P23-0480 & Tract 8680, 3300 Busch Road Planning Commission
20 of 29
Noise from the existing nearby land use may impact the proposed residential, such as the PGS
transfer station to the immediate east, City’s Public Works Department daily operations, LPFD
and Police training activities at 3333 Busch Road to the north, and other industrial uses on
Busch Road and on the west side of Valley Avenue. Staff have included a condition requiring a
disclosure of nearby land uses and activities to be recorded with the land or included in the
lease agreement to inform future residents (COA #9).

Noise impacts were analyzed in the CEQA consistency checklist. Analysis includes ambient
noise, short-term noise caused by site construction, traffic noise, etc. The analysis concludes
there will be no impacts or less than significant impacts with mitigation specified.

Universal Design
Universal Design is a design principle that addresses the needs of people with reduced
mobility, agility, and/or strength such as the elderly and people with disabilities. It is usually
applied to residential development types not normally covered by the ADA requirements of the
California Building Code (CBC) such as single-family homes.

The City’s Housing Element contains Program 5.4, which promotes the installation of
enhanced accessibility features in a proportion of units. The plans submitted for building
permits would be required to meet the needs of the physically challenged population. Design
elements to be incorporated in the design include but are not limited to:

▪ Removable base cabinets beneath the kitchen sink and kitchen work areas.
▪ Pantry cabinets or lowered upper cabinets in the kitchen area to provide accessible
storage.
▪ Handheld shower head on 59-inch hose with adjustable height slide rod.
▪ Install grab bars at all sides of the tub/shower surround.
▪ Provide a shower seat.
▪ Removable base cabinet beneath vanity sink.
▪ All storage closets with shelving within the prescribed reach ranges.
▪ All clothes closets with rod/shelf within accessible reach ranges.

A condition of approval (Condition No. 52) has been added to address this universal design
requirement.

Grading and Building Pads
The majority of the project site is relatively flat except for the western portion (Busch Road and
Valley Avenue). Slopes in this area vary from approximately 360 feet above sea level to
approximately 369 feet above sea level. Hence, grading is proposed to create lots with
comparable building pads within the development area. As estimated by project civil
engineers, off-hauling would occur. Please refer to Sheet C400 of Exhibit B for grading
information.

Water, Sanitary Sewer and Stormwater
Staff requested capacity studies for sanitary sewer and water be conducted to evaluate
potential network deficiencies. Woodard & Curran and Akel Engineering Group, city
consultants, conducted a sewer capacity study and a water network analysis respectively
based on City-wide utility master plans.
