P23-0480 & Tract 8680, 3300 Busch Road Planning Commission
22 of 29
Boulder Street Extension
Boulder Street currently terminates at Valley Avenue on its eastern end. With construction of
the project, Boulder Street would be extended easterly into the project. A portion of the
new/proposed Boulder Street extension would traverse a piece of land currently owned by
Cubesmart, an existing self-storage facility. The applicant and Cubesmart have signed a
Conveyance Option Agreement detailing purchase terms. Staff has included a condition that
after the applicant obtains property rights from Cubesmart, said piece of land shall be
subsequently dedicated to the public for roadway and utility purposes prior to final map
approval. The applicant agrees to this condition.
Roadway Improvements
A Transportation Impact Analysis (TIA) has been prepared for the Project. The TIA analyzed
the Project in context with the Housing Element FEIR. The Project’s proposed density is
consistent with the density analyzed for the site in the Housing Element Update FEIR, which
analyzed and establishes mitigation measures, to the extent possible, to mitigate traffic and
circulation issues for this Housing Element site.

The City Traffic Engineer has reviewed the Project and Transportation Impact Analysis (TIA)
prepared for the Project. The TIA outlines the need for, and the Traffic Engineer requires
roadway and signal improvements to facilitate traffic flow and improve operations at the Project
site and at locations with anticipated traffic from the Project and allow for roadway and
intersection operations that meet the City’s standards. Specifically, roadway improvements will
be required through conditions of approval at the following locations:

1. Boulder Street/Valley Avenue intersection (COA NO. 142). The required improvements
include upgrading the traffic signal to full 8-phase protected left-turn operations with
appropriate pedestrian provisions. Two exit lanes should be provided on the project’s
approach including a separate left turn and a shared through-right turn lane.
2. Santa Rita Road/Valley Avenue intersection (COA NO. 143). The required
improvements at this intersection include the widening of the intersection to include a
third southbound left turn lane and a second westbound left turn lane. In addition, the
westbound left turn pockets shall be extended.
3. Busch Road/Valley Avenue intersection (COA NO. 144). The north leg of the
intersection will be modified to provide a marked crosswalk across Valley Avenue
including new ADA ramps and pedestrian push button.
4. Busch Road/Ironwood Drive intersection (COA NO. 144). The west leg of the
intersection will be modified to provide a marked crosswalk across Busch Road
including new ADA ramps and pedestrian push buttons.
5. Busch Road (COA NO. 145). Project shall construct Busch Road along the entirety of
the Project frontage as required by Section 19.36.050 of the Pleasanton Municipal Code
and shown previously in Figure 5. This design will include a single-lane roundabout
which is the appropriate means of traffic control and will provide traffic calming and safe
and efficient operation of the intersection of Busch Road and Street D .

Staff notes the City and the Project applicant are not in agreement about the requirement to
construct certain of the above-noted improvements, specifically the requirement to construct
improvements at Santa Rita/Valley; and the roundabout at Busch Road/Street D. However, the
City Traffic Engineer has determined such requirements to be fully supported by the TIA, and
provisions of the TIA. Notably, the Conditions specify eligibility for fee credits and (if
