Item #9
CITY COUNCIL AGENDA REPORT

April 15, 2025
Public Works - Engineering Division

TITLE: AWARD A CONSTRUCTION CONTRACT TO DPI, INC. IN THE AMOUNT OF
$1,048,777 FOR THE PURI COURT STORM DRAIN IMPROVEMENTS PROJECT,
CIP NO. 25415, AUTHORIZE THE CITY MANAGER, OR DESIGNEE, TO
APPROVE AND EXECUTE CONTRACT CHANGE ORDERS FOR A PROJECT
CONTINGENCY AMOUNT NOT TO EXCEED $157,317

SUMMARY
The Puri Court Storm Drain Improvements project will replace existing storm drain pipe of
various sizes with a 48-inch reinforced concrete pipe (RCP) and a custom-sized box culvert to
improve flow capacity and mitigate future flood risks. A competitive bidding process was
followed in accordance with the City's Procurement and Contracting Procedures. Nine bids
were received, with DPI, Inc. as the lowest responsive and responsible bid of $1.048,077. Staff
recommends the City Council award the construction contract to the lowest responsible bidder,
DPI, Inc. in the amount of $1,206,094, inclusive of a 15 percent contract contingency of
$157,317 for unexpected and unforeseen conditions and changes.

RECOMMENDATION
1. Award a construction contract to DPI, Inc. of Livermore, CA, in the amount of
$1,048,777 for the Puri Court Storm Drain Improvements Project, CIP No. 25415.
2. Authorize the City Manager to enter into the construction contract with DPI, Inc.
3. Authorize the Director of Public Works, or authorized staff, to approve and execute
contract change orders for a project contingency amount not to exceed $157,317
(approximately 15 percent of the contract).

BACKGROUND
Severe winter storms from December 2022 to March 2023 caused damage throughout
Pleasanton. These weather events resulted in risks to the health, safety, and welfare of people
and property due to flooding, downed trees, loss of power, and property damage. The Puri
Court area (location map provided as Attachment 3) experienced severe flood damage during
the 2023 storm event. Previously, in 2017, properties on Puri Court also experienced flooding.

The existing main storm drain line that runs through Puri Court conveys offsite drainage from
undeveloped areas west of Foothill Road and tributary areas adjacent to Puri Court. The
existing storm drain pipe in Puri Court varies between 24-30 inches in diameter, and the
existing pipe sizes were determined to be undersized for carrying the required flow. The
proposed project, designed to current standards, will replace the existing pipe with a 48-inch
reinforced concrete pipe and a custom-sized box culvert (5 feet by 3 feet) to improve flow
capacity and mitigate future flood risks.
