The designed system will provide increased flow capacity to reduce the risk of damage from
future storms to the Puri Court area.

DISCUSSION
This project consists of replacing the existing storm drain pipe with approximately 415 linear
feet of 48-inch RCP storm drain and 52 linear feet of variable-sized box culvert, replacing the
storm drain manhole and headwall, and performing minor concrete work, including sidewalk,
curb and gutter, valley gutter, driveway, landscaping and irrigation, and surface restoration.

As Puri Court is a narrow street, it is not feasible to maintain continuous traffic and access
during active construction. City staff conducted neighborhood outreach meetings to discuss
construction impacts and offered alternatives such as offsite temporary parking, to lessen the
impacts. The contractor will be required to maintain a minimum of a clearly delineated 4-foot-
wide pedestrian path along the length of Puri Court at all times.

Due to the limited width of the public service easement (PSE) that the storm drain is within,
temporary construction easements are required to provide enough room to complete the work.
City staff worked with several property owners to secure the right of entry for construction and
staging. The property owners at 2 Puri Court and 3901 Foothill Road agreed to grant
temporary access to portions of their land for construction staging and temporary parking for
the residents. A discussion with the property owner at 4 Puri Court is nearing completion and
will be in place prior to construction.

Consultant/Specialty Services
On January 23, 2024, the City approved a task authorization to Pakpour Consulting Group,
Inc., under an existing on-call agreement to provide design services for the project. The design
fee was paid through the Annual Storm Repair/Replacement Project, CIP No. 24415.

Pakpour Consulting Group will provide additional engineering and construction support
services to review shop drawings and field design support and respond to requests for
information under an existing on-call agreement with the City. The task authorization will be
based on time and materials for construction support services for an estimated not-to-exceed
cost of $55,000.

Geocon Consultants will provide materials testing services under an existing on-call agreement
with the City. These services include required specialty testing of the materials for the backfill
and compaction of the trench backfill associated with the pipeline installation. The time and
materials services are estimated to cost $21,000.

Bids
Sealed bids for this project were opened on March 26, 2025. Nine bids were received, ranging
from $1,048,777 to $1,834,000, compared with the Engineer’s Estimate of $1.3 million (see
Attachment 1). The lowest responsible bid was received from DPI, Inc. of Livermore,
California, in the amount of $1,048,777, which is approximately 19 percent lower than the
Engineer’s Estimate. Staff reviewed the lowest bidder’s bid prices and deemed them to be
reasonable and acceptable. Past work performed by DPI, Inc. was verified to be satisfactory.
Staff recommends the City Council award the construction contract to DPI, Inc.
