This standardization allows for faster setup and deployment,
minimizing service disruptions during outages or emergencies.

DISCUSSION
The agreement with Got Power, Inc. covers essential services such as generator repairs,
annual load bank testing, and emergency generator rentals. The contract also provides after-
hours response and weekend emergency repairs, ensuring continued support for critical City
facilities during unplanned power outages or PSPS events. Through this agreement, the City
has been able to improve operational resilience by standardizing portable generator
connections at sites without permanent generators. This improvement facilitates faster
deployment and reduces service downtime during emergencies.

The additional contract value is necessary due to the increased frequency of power outages
and the need for expanded maintenance efforts to extend generator lifespans, while the city
designs a new permanent stationary generator as approved through the Water System
Management Plan and the FY23-25 Sewer Capacity Improvement Plan (CIP). At the same
time, the City is impacted by the rising costs of equipment and emergency services. The
additional funding will also support ongoing standardization of portable generator connections
and improvements to site infrastructure, ensuring faster deployment and minimized service
disruptions during emergencies.

EQUITY AND SUSTAINABILITY
Ensuring the City can operate during power outages and other emergencies helps to ensure
that the City can provide essential services to all members of the Pleasanton community.

OUTREACH
No outreach was conducted, as this item is a routine matter of City business.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances several strategies under the Citywide ONE Pleasanton
strategic plan goal of Investing in Our Environment - Strategy 4 to identify system
improvements and necessary maintenance, and Safeguarding our City to ensure the city is
prepared for emergencies.

FISCAL IMPACT
The current contract has an annual not-to-exceed amount of $300,000 for FY 2024/25. The
Second Amendment provides an additional $50,000 per fiscal year for both FY 2024/25 and
FY 2025/26, for a total compensation amount of $1,050,000 over the three-year term. The
agreement with Got Power, Inc. is funded by the Water and Sewer Repair and Replacement
Funds, the Water O&M Fund, the Sewer O&M Fund, and the General Fund in Fiscal Years
2024/25, 2025/26, and 2026/27. Budgets for future fiscal years are subject to City Council
approval.
