Date:November 15, 2022
To:Gerry Beaudin, City Manager
Through:Pamela Ott, Assistant City Manager
From:Tamara Baptista, Interim Director of Operations and Water Utilities
Subject:Update to the Preliminary Issues Assessment: Co-Location of Maintenance Facilities
Study
Background:
In 2018, the Pleasanton Unified School District (PUSD) and the City partnered to prepare a preliminary
issues assessment of a proposal to co-locate the School District’s maintenance facility on city property
16 x 20 where city maintenance operations are also headquartered. Management Partners was selected to
assist the City and PUSD with this assessment. The attached draft report summarizes the key policy
issues, and key questions for consideration include four case studies of similar partnership outlines an
approach for a full feasibility study should one be undertaken and recommends the next steps.
Since the draft report was completed in 2018, there are some updates to the Operations Service Center
(OSC) sites that should be considered, which are listed below:
•The office and crew space in the Sewer Utility building was repurposed to house the City’s
records (approx. 2,200SF).
•OSD is currently renting a mobile office trailer which is used by Environmental Services Staff.
The trailer is16ft by 20ft and is accompanied by separate rental restroom unit, which is 5ft by 5ft.
•As part of the PFAS Treatment and Well Rehabilitation Project, the City Council has approved
the use of a portion of the OSC to be used for the PFAS water treatment plant and supporting
facilities. The treatment facility would be sited in the “boneyard” area of the OSC and would
occupy approximately 72,000SF.
•The draft report states that the city has 300 vehicles and 125 additional pieces of equipment and
there are now a total of 425 pieces of city-maintained vehicles & equipment.
•The City will be accepting a 16ft by 7ft Care and Shelter Trailer from Alameda County Office of
Emergency Services in the next few months.
•The City is currently working with East Bay Community Energy (EBCE) to install EV charging
stations at the OSC for City fleet.
•There will also be EV charging stations for the public and staff in the upcoming years as we
continue to work with EBCE.
