2 of 2
opportunities for some shared capital facilities while maintaining operational
independence.
DISCUSSION
Current OSC Site Constraints
Since the 2018-2019 assessment, significant operational changes have occurred at
the OSC that have substantially reduced available space and further constrained site
capacity:
1.Facility Repurposing: The Sewer Utility building has been repurposed to
house the Waste & Recycling and Environmental Services Divisions; in addition
to continuing to serve as storage for some City records.
2.Fleet Expansion: The City has increased its vehicle and equipment inventory
at the site and currently there are a large number of pieces requiring
maintenance and storage.
3.Additional Large Vehicles: The Police Department purchased two large
vehicles and Library purchased one mobile book vehicle that will be stationed
at the OSC.
4.Planned EV Infrastructure: Multiple EV charging stations are planned for the
OSC for City fleet, with additional public and staff charging stations planned
(contractor currently awaiting materials).
These changes represent a significant reduction in available space at the OSC,
making co-location of PUSD maintenance facilities even more infeasible at this
location. The City must maintain adequate space for its growing operational needs,
especially as Pleasanton continues to develop and municipal service responsibilities
expand.
CONCLUSION
While the co-location of maintenance facilities is not feasible due to the operational
constraints at the OSC, the City of Pleasanton remains committed to our partnership
with PUSD. As both agencies face fiscal challenges, we must continue to focus on
maintaining essential services while identifying new opportunities for collaboration that
are operationally and financially sustainable for both parties.
The City will continue to engage with PUSD through the City-PUSD Liaison Committee
to explore additional partnership opportunities that align with our mutual goals of serving
the Pleasanton community efficiently and effectively.
ATTACHMENT
1.Update to Preliminary Issues Assessment: Co-Location of Maintenance Facilities
Study
a.Management Partners memo dated September 24, 2018, which includes
the Preliminary Issues Assessment: Co-Location of Maintenance Facilities
Study
