provision of 101 lower-income units, equivalent to 24.51 percent of the proposed market-rate
units. The project’s proposed 24.51 percent lower-income units entitle it to up to two incentives
or concessions, although the Developer is requesting only one incentive/concession.

State law separately defines “waivers or reductions of development standards” as a further
form of assistance available to developers with eligible density bonus projects. Under SDBL,
the City cannot apply a development standard that would physically preclude the construction
of the project at its permitted density; accordingly, a developer may request such standards to
be modified or “waived.” For most projects, there is no limit on the number of waivers or
reductions of development standards that may be requested. Under these provisions, the
Developer requested 19 waivers to deviate from the City’s
standard requirements. Note that SDBL does not require a project to propose a density above
the maximum allowed in order to apply for concessions or waivers.

The project applications, inclusive of an application for Housing Site Compliance Review
(Case No. P23-0480) and Vesting Tentative Map 8680 approval pursuant to SB 330, and
inclusive of the requested density bonus incentives and waivers was approved unanimously
by the Planning Commission on April 23, 2025. No appeal was filed.

DISCUSSION
Project Description and Discussion
The approved project includes 310 single-family residential market-rate homes and 102
apartment rental units, all of which are deed-restricted affordable units except for one
manager’s unit. The approved project also includes approximately 2.1-acre private park with
public access.

Site Design
The project, referred to as “Villages at the Quarry,” provides two main vehicular access points:
from Busch Road on the Project’s north side and from Valley Avenue on the project’s
southwest side. The project includes four residential “Villages”: Villages 1-3 are for detached
single-family residential homes (with varying lot and home sizes within each village), and
Village 4 which includes the multi-family rental units. The overall site plan and layout of the four
villages is shown in Figure 2. See the April 23, 2025, Planning Commission Agenda Report or
additional information and description of the overall project and Villages 1-3, including
proposed circulation, parking, building design/architecture and other features.
