The 101 affordable rental housing units would be reported as satisfying a portion
of the City’s 2,758 very low (1,750 units) and low-income (1,008 units) RHNA units. As noted,
the project exceeds the requirements of the IZO with respect to the number of affordable
housing units provided.

CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)
Pursuant to CEQA, the Planning Commission reviewed and adopted a Section 15183
Consistency Checklist prepared for the Project pursuant to the City of Pleasanton 2023-2031
(6th Cycle) Housing Element Update Environmental Impact Report (SCH# 2022040091)
(Housing Element Update Final EIR or FEIR) and has considered the information contained
therein, as part of its approval. The proposed affordable housing component would be within
the scope of the project and the environmental analysis. Staff recommends the City Council
find the CEQA Guidelines Section 15183 Consistency Checklist and Mitigation Monitoring and
Reporting Program (MMRP) prepared for the Project pursuant to the City of Pleasanton
Housing Element Update FEIR satisfies the requirements of CEQA and representing the
independent judgment and analysis of the City of Pleasanton as lead agency for the Project.

PLANNING COMMISSION ACTION
On April 23, 2025, the Planning Commission unanimously approved the Applications for
Housing Site Compliance Review (Case No. P23-0480) and Vesting Tentative Map 8680
approval pursuant to SB 330 for the construction of: a) 310 detached two-story single-family
residential homes with 62 junior accessory dwelling units (JADUs); b) 102 multiple-family
rental units in five, three-story buildings which include 101 affordable housing units and one
manager unit; c) an approximately 2-acre park owned/maintained by the development’s
Homeowners Association (HOA) with access to the general public; d) and on- and off-site
improvements, and recommended the City Council approved the Affordable Housing
Agreement. As noted, the Planning Commission also adopted the CEQA Section 15183
Conformance Analysis and made findings thereto.

EQUITY AND SUSTAINABILITY
The action directly implements the Housing Element, a key goal of which is to increase
housing opportunities, including opportunities for housing affordable to very low- and low-
income residents – both through inclusionary requirements, and creating more opportunities
for partnerships with housing developers. Approval of the proposed project would allow for the
construction of 310 single-family market rate units and 101 multi-family affordable rental units
which exceed the 62 IZO-required units. The site is identified as a housing opportunity site in
the 6th Cycle Housing Element Update.

OUTREACH
Notice of the application was sent to the surrounding property owners and tenants within a
1,000-foot radius of the site prior to the April 23, 2025 Planning Commission meeting. The
Developer also posted an on-site project notification sign pursuant to the City’s on-site project
notification policy. No public comment was received at the Planning Commission meeting. The
City did receive a written correspondence from the non-profit California Housing Defense Fund
supporting the housing project.
