STRATEGIC PLAN ALIGNMENT
Approval of this action advances the ONE Pleasanton Strategic Plan goal of Building a
Community Where Everyone Belongs – Strategy 6, which aims to implement the Housing
Element and develop a plan to end homelessness to meet state requirements and provide
opportunities for additional housing and shelter in the community. This project would add a
total of 412 (310 single-family units and 102 multi-family rental units) new residential units to
Pleasanton’s housing stock, all of which would provide new housing opportunities for
Pleasanton and Tri-Valley residents.

FISCAL IMPACT
Approval of the Affordable Housing Agreement will implement the approval of the Villages at
the Quarry residential project, including 101 affordable housing units in compliance with the
City's adopted Inclusionary Zoning Ordinance. While these new residential units will increase
the demand for City services, it will be offset by new property tax from the new market-rate
units and overall increase in assessed value of the site and new sales tax generated by
spending by the new residents; the project will also be required to pay development impact
fees to offset the needs for capital improvements created by the project’s new residents.

Prepared by: Submitted by: Approved by:

Steve Hernandez, Housing
Division Program Manager
Ellen Clark, Director of Community
Development

Gerry Beaudin, City
Manager

Attachments:
1.
