Most
significantly, the policy will inform future grant-funding allocations to Pleasanton through the
One Bay Area Grant (OBAG) program, starting with the 4th cycle (OBAG 4) of funding in 2026.
In the more near-term, it is tied to forthcoming allocations of regional funds (specifically
Regional Measure 3 (RM-3) funds) for projects involving new transit stations – this includes the
future Valley Link intermodal station at the east Dublin/Pleasanton BART Station.

Related, the City’s Housing Element designates the east Dublin/Pleasanton BART Station as a
Housing Element site, and the City has committed to taking concrete steps to advance
redevelopment of the 14.9-acre station property. In 2024, the City applied for and was awarded
a $250,000 planning grant under MTC-ABAG’s Priority Sites program, to fund development of
a concept plan and other efforts toward site redevelopment, in partnership with BART.
Strategies to effectively address parking management and multi-modal access for the area
around the BART station will be critical to the success of the project and dovetail with several
of the TOC Policy’s objectives.

With the TOC policy as a cornerstone of MTC-ABAG’s regional planning and policy
frameworks, the agency is supporting efforts by local jurisdictions toward TOC policy
compliance, through a planning technical assistance grant program. The City applied for and
has been awarded an additional $300,000 Technical Assistance grant to support the
development of parking management and station access plans, which will both support
progress toward implementation of the TOC Policy and augment planning for the BART
property. Long-term, full or partial compliance with the TOC Policy will open opportunities for
receipt of OBAG 4 funding, including grant funding to support infrastructure, planning and other
beneficial investments around major transit stops, including the BART station.

As a condition of accepting the $300,000 Technical Assistance grant funds, the City is required
to adopt a Resolution of Local Support, which affirms the City’s commitment to taking steps
towards TOC Policy Compliance.
