EQUITY AND SUSTAINABILITY
Equity and sustainability are both a strong focus of the TOC Policy, particularly the furtherance
of investments in areas proximate to major transit stations, promoting decreased reliance on
automobiles, and providing access to affordable housing opportunities.

OUTREACH
No outreach was conducted, since this is a routine item of City business.

STRATEGIC PLAN ALIGNMENT
Taking steps toward compliance with the TOC policy is supportive of the ONE Pleasanton
Strategic Plan goal of Building a Community where Everyone Belongs - Strategy 6 to
implement the Housing Element, since the Technical Assistance grants will support the
Housing Element program around redevelopment of the east Dublin/Pleasanton BART station,
and nearby Housing Element sites in Hacienda. It will also help the City leverage future grant
funding for transportation and infrastructure projects around transit stations, supporting
strategic plan goals to advance capital projects and invest in the CIty's infrastructure.

FISCAL IMPACT
There is no direct fiscal impact associated with this action. However, advancing progress
toward TOC Policy compliance will enhance the City’s eligibility for future OBAG 4 funding
from MTC-ABAG. The funding also supports planning efforts the City is required to undertake
pursuant to the Housing Element and thus reduces the need to use City General Funds for this
purpose.

Prepared by: Submitted by: Approved by:

Shweta Bonn, Senior
Planner
Ellen Clark, Director of Community
Development

Gerry Beaudin, City
Manager

Attachments:
1.
