MEMORANDUM
Date:
To:
From:
Re:
May 20, 2025
Gerry Beaudin, City Manager
Ellen Clark, Director of Community Development
Shweta Bonn, Senior Planner
MTC-ABAG Transit Oriented Community Policy: Outline and Initial Evaluation
Within Pleasanton, the MTC-ABAG Transit-Oriented Communities Policy conceptually
applies to areas within one half-mile of the two BART stations and the ACE train station.
Exhibit A shows the properties within one half-mile of each of these three stations, based
on the measurement method prescribed in MTC-ABAG’s administrative guidance. The
TOC policy classifies different types of transit stops/stations based on frequency/type of
transit service, with the two BART Stations classified as “Tier 3” stations and the ACE
Station as a “Tier 4” station. These tiers are used to specific target standards around
elements such as density/intensity of development, and minimum and maximum parking
ratios/requirements.
The TOC policy and related administrative guidance are structured around four key topics
or themes, within which compliance must be demonstrated for the half-mile area to retain
funding eligibility:
•Minimum densities for new residential and commercial office development
•Affordable housing production, preservation, protection, and anti-displacement and
stabilization
•Parking management
•Station access and circulation
In addition to tiered density/intensity and parking standards, the policy offers, in several
areas, a “menu” of strategies and programs that can be deployed to meet key objectives of
the program.
The following provides an initial evaluation of implications for Pleasanton with respect to
future compliance, within each of the above four topic areas. This evaluation is based on
the adopted MTC: Administrative Guidance, TOC Policy document, dated May 5, 2025.
ATTACHMENT 2
