Item #9
CITY COUNCIL AGENDA REPORT

May 20, 2025
Public Works - Engineering Division

TITLE: APPROVE THE FINAL MAP, IMPROVEMENT PLANS, SUBDIVISION
IMPROVEMENT AGREEMENT, AND AGREEMENT FOR COMPLETION OF
IMPROVEMENTS FOR TRACT 8676 "HARMONY" LOCATED AT 2025 SANTA
RITA ROAD

SUMMARY
City Ventures submitted a development application for a 42-townhome-style condominium
project at 2025 Santa Rita Road named “Harmony” immediately north of Lockhart Lane. The
two-acre property was previously occupied by the Tri-Valley Inn & Suites (motel) and an
ancillary restaurant building, which have since been demolished. The development includes
seven three-story buildings, each with between four and eight residential units accessed from
a private loop road extending from Lockhart Lane.

The development application and Vesting Tentative Map 8676 were processed pursuant to
California Senate Bill 330 (SB 330), which limited the City’s review to compliance with the
City’s sixth-cycle Housing Element Program EIR and City-adopted Objective Design
Standards. City Ventures owns the property as Harmony-Pleasanton, L.P., and has partnered
with Tri-Pointe Homes Holdings, Inc., a contractor, to construct the project.

Staff reviewed the final map for Tract 8676, improvement plans, subdivision improvement
agreement, and agreement for completion of improvements, finding the documents to be in
substantial conformance with the requirements of the entitlement approval. Staff, therefore,
recommends approval of these documents. See Attachment 1 for a vicinity map.

RECOMMENDATION
1. Authorize the City Engineer to approve the final map (Attachment 2) and improvement
plans for Tract 8676.
2. Authorize the City Clerk to record the final map with the Alameda County Clerk-
Recorder, including acceptance of all public easements offered for dedication on the
final map.
3. Authorize the City Manager to execute the Subdivision Improvement Agreement
(Attachment 3).
4. Authorize the City Manager to execute the Agreement for Completion of Improvements
(Attachment 4), thus transferring the property owner’s duties and obligations to their
contractor.

BACKGROUND
On October 30, 2023, the City’s Zoning Administrator approved a Design Review application
filed as P23-0332 for the 42-unit “Harmony” condominium project subject to conditions of
Page 157 of 682
