Item #11
CITY COUNCIL AGENDA REPORT

May 20, 2025
Public Works - Engineering Division

TITLE: APPROVE THE USE OF THE REMAINING PROJECT FUNDS OF $72,860 AS
ADDITIONAL CONSTRUCTION CONTINGENCY TO CONSTRUCT A
CONNECTION TO THE FIREHOUSE ARTS CENTER PARKING LOT FROM
FIRST STREET, ALONG WITH ADDITIONAL PARKING FOR THE LIONS
WAYSIDE AND DELUCCHI PARKS RENOVATIONS PROJECT, CIP NO. 06716,
FOR A TOTAL PROJECT CONTINGENCY AMOUNT OF $450,460

SUMMARY
The construction contract for the Lions Wayside and Delucchi Parks Renovations, CIP No.
06716, was approved by the City Council on September 3, 2024, and included approval of the
base bid. On December 3, 2024, the City Council approved an additional $250,600 in project
contingency to construct the bid alternates that were top priorities for the public.

The project, which is fully funded through park development impact fees specifically dedicated
to construction improvements for Lions Wayside and Delucchi Parks, is now nearing
completion. The contractor and city have successfully minimized project costs, allowing for
additional desired improvements. Staff recommends that the City Council approve the use of
the remaining project funds of $72,860 to be used in conjunction with the remaining
contingency to construct a parking lot and vehicular connection from First Street to the
Firehouse Arts Center parking lot through the 4363 First Street property (see Attachment 1).

Construction of the parking connection will create better access to downtown parking and
provide parking for park events, such as the Summer Concert Series. The parking lot
construction will begin in conjunction with the completion of the Lions Wayside and Delucchi
Park improvements and is expected to be completed in summer 2025. Although the parking lot
isn’t expected to be open in time for the park’s grand opening, construction is not expected to
impact the opening of the park.

RECOMMENDATION
Authorize the City Manager, or authorized staff, to approve and execute contract change
orders for an additional $72,860, for a total project contingency amount of $450,460, for the bid
alternate work, parking lot connection, and other necessary related work.

BACKGROUND
On July 17, 2024, the City received seven base bids for the Lions Wayside and Delucchi Parks
Renovations project, CIP No. 06716, with a low base bid amount submitted by Integra
Construction Services, Inc. (Integra).

On September 3, 2024, the City Council awarded the construction contract to Integra in the
amount of $1,265,000 with a construction contingency of $127,000 (approximately 10 percent).
Construction on the project began on October 1. On December 3, 2024, after staff worked with
Page 208 of 682
