City of Pleasanton
2025 Water Rate Study

Water Resources Economics
90
Table 6-8: Proposed Drought Rates
Line Drought Rates (over
8 ccf of use) Stage 1 Stage 2 Stage 3 Stage 4 Stage 5 Stage 6
1 Effective 1/1/2026 $0.44 $1.02 $1.84 $3.08 $5.18 $9.54
2 Effective 1/1/2027 $0.51 $1.18 $2.12 $3.55 $5.96 $10.98
3 Effective 1/1/2028 $0.56 $1.28 $2.29 $3.84 $6.44 $11.86
4 Effective 1/1/2029 $0.61 $1.39 $2.48 $4.15 $6.96 $12.81

Table 6-9 shows the proposed combined quantity charges and drought rates in each stage for the four-
year period. The variable charges in Table 4-9 are added to the incremental drought rates in Table 6-8 to
calculate the combined charges.

Table 6-9: Proposed Combined Variable Charges and Drought Rates
Line Combined
Variable Rates Stage 1 Stage 2 Stage 3 Stage 4 Stage 5 Stage 6
1 Effective 1/1/2026 $6.14 $6.72 $7.54 $8.78 $10.88 $15.24
2 Effective 1/1/2027 $7.07 $7.74 $8.68 $10.11 $12.52 $17.54
3 Effective 1/1/2028 $7.65 $8.37 $9.38 $10.93 $13.53 $18.95
4 Effective 1/1/2029 $8.27 $9.05 $10.14 $11.81 $14.62 $20.47

6.5 CUSTOMER IMPACTS
WRE evaluated the customer impacts for Single Family customers for Stages 1-6 based on the proposed
drought rates. The customer impacts are based on the first year of drought rates (FY 2026).

SINGLE FAMILY CUSTOMER IMPACTS (STAGE 1)
Table 6-10 and Figure 6-1 show the proposed Stage 1 impacts for a Single Family customer with a 5/8”
meter using 24 ccf of usage every two months (prior to any usage reductions mandated by each stage).
During a Stage 2 water shortage, this customer will pay $7.04 more every two months if they do not
reduce their usage according to Stage 1 (Line 3), which correlates to a 10% reduction. The drought charge
(Line 3) reflects an exemption for 8 ccf that is exempt from being charged drought rates per bi-monthly
billing period. However, if this customer does reduce their usage by 10% and uses 22 ccf every two
months instead, they will have a lower bi-monthly bill than in normal, non-drought conditions despite the
drought charges.

Table 6-10: Proposed Single Family Customer Impacts (Stage 1 Shortage)
Line
Stage 1 Single Family Customer
Impacts - 5/8" meter, Average
Use
No Drought -
Average Use, 24 ccf
Drought Stage 1, No
Reduction - Average
Use, 24 ccf
Drought Stage 1,
With Reduction -
Average Use, 22 ccf
1 Bi-Monthly Fixed Charge $58.33 $58.33 $58.33
2 Variable Charge $136.80 $136.80 $125.40
3 Water Shortage Charge $0.00 $7.04 $6.16
4 Total Bi-Monthly Bill $195.13 $202.17 $189.89
