City of Pleasanton
2025 Water Rate Study

Water Resources Economics
89
PROPOSED DROUGHT RATES
Table 6-6 shows the proposed drought rates by stage for FY 2026. The Baseline variable charges are
equal to the first year of variable rates (Table 4-9). For each subsequent stage the increase to variable
charges (Lines 1-5) is calculated by adding the shortage unit cost (Table 6-5, Line 6) for each stage to the
baseline variable charges which are the same for each customer class.

The difference between the combined rates in each stage and the Baseline variable charges represents
the incremental drought rate by stage (Lines 7-11), rounded up to the nearest cent.

Table 6-6: Proposed Water Shortage Rates (FY 2026)
Line Drought Rates Baseline Stage 1 Stage 2 Stage 3 Stage 4 Stage 5 Stage 6
1 Increase to Variable Charges
2 Single Family $5.70 $6.13 $6.71 $7.53 $8.77 $10.88 $15.24
3 Multi-Family $5.70 $6.13 $6.71 $7.53 $8.77 $10.88 $15.24
4 Commercial/ Industrial $5.70 $6.13 $6.71 $7.53 $8.77 $10.88 $15.24
5 Potable Irrigation $5.70 $6.13 $6.71 $7.53 $8.77 $10.88 $15.24
6
7 Incremental Drought Rates
8 Single Family $0.00 $0.44 $1.02 $1.84 $3.08 $5.18 $9.54
9 Multi-Family $0.00 $0.44 $1.02 $1.84 $3.08 $5.18 $9.54
10 Commercial/ Industrial $0.00 $0.44 $1.02 $1.84 $3.08 $5.18 $9.54
11 Potable Irrigation $0.00 $0.44 $1.02 $1.84 $3.08 $5.18 $9.54

6.4 PROPOSED DROUGHT RATE SCHEDULE
PROPOSED FOUR-YEAR REVENUE ADJUSTMENTS
Table 6-7 shows the revenue adjustments for the four-year period and their effective date based on the
proposed financial plan (Table 2-23).

Table 6-7: Proposed Revenue Adjustments
Line Fiscal Year Revenue
Adjustments
Effective
Date
1 FY 2026 15% 1/1/2026
2 FY 2027 15% 1/1/2027
3 FY 2028 8% 1/1/2028
4 FY 2029 8% 1/1/2029

PROPOSED FOUR-YEAR WATER SHORTAGE RATE SCHEDULE
Table 6-8 shows the proposed drought rates in each stage for the four-year period, which are incremental
charges in addition to the variable charges shown in Table 4-9. The proposed rates for FY 2027, FY 2028,
and FY 2029 were calculated by increasing the FY 2026 rates by the revenue adjustments, rounded up to
the nearest cent.
