City of Pleasanton
2025 Water Rate Study

Water Resources Economics
92
Figure 6-2: Proposed Single Family Customer Impacts (Stage 2 Shortage)

SINGLE FAMILY CUSTOMER IMPACTS (STAGE 3)
Table 6-12 and Figure 6-3 shows the proposed Stage 3 impacts for a Single Family customer with a 5/8”
meter using 24 ccf of usage every two months (prior to any usage reductions mandated by each stage).
During a Stage 3 water shortage, this customer will pay $29.44 more every two months if they do not
reduce their usage according to Stage 3, which correlates to a 30% reduction. The drought charge (Line 3)
reflects an exemption for 8 ccf that is exempt from being charged drought rates per bi-monthly billing
period. However, if the customer does reduce their usage by 30% and uses 17 ccf every two months
instead, they will have a lower bi-monthly bill than in normal, non-drought conditions.

Table 6-12: Proposed Single Family Customer Impacts (Stage 3 Shortage)
Line
Stage 3 Single Family Customer
Impacts - 5/8" meter, Average
Use
No Drought -
Average Use, 24 ccf
Drought Stage 3, No
Reduction - Average
Use, 24 ccf
Drought Stage 3,
With Reduction -
Average Use, 17 ccf
1 Bi-Monthly Fixed Charge $58.33 $58.33 $58.33
2 Variable Charge $136.80 $136.80 $96.90
3 Water Shortage Charge $0.00 $29.44 $16.56
4 Total Bi-Monthly Bill $195.13 $224.57 $171.79
